The Ministry of Family and Human Rights Development with support from SOS children Village successfully concluded a two-day Dissemination and Implementation Workshop on the National Kafalah Policy, held on 12th –13th July 2026 at Jowhara Hotel Mogadishu, Somalia.

The workshop was officially opened by the Director General of the Ministry of Family and Human Rights Development, Mr. Mohamed Bashir Omar, who welcomed all participants and expressed his sincere appreciation to SOS Children’s Villages for their continued partnership and support in strengthening child protection in Somalia. In his opening remarks, he underscored the significance of the National Kafala Policy as a key framework for safeguarding the rights and well-being of children without parental care and called upon all stakeholders to work together to ensure its effective implementation across the country.

During the opening session, Mr. Mustaf Mohamed Moalim, Executive Director of the Somali Child Rights Coalition (SCRC), delivered remarks on behalf of civil society organizations. In his speech, he reaffirmed the commitment of SCRC and the wider civil society to supporting the implementation of the Somali National Kafala Policy through advocacy, awareness-raising, and collaboration with government institutions and development partners. He commended the Ministry of Family and Human Rights Development for its leadership in advancing child protection reforms and expressed appreciation to SOS Children’s Villages for their continued support in strengthening family-based care and promoting the rights and well-being of children across Somalia.

The workshop brought together representatives from key government institutions, including the Ministry of Justice, Ministry of Security, police officers, religious leaders, and civil society organizations. Over the two days, participants enhanced their understanding of the National Kafalah Policy, exchanged experiences, and discussed practical strategies for its coordinated implementation in line with national laws, child protection standards, and Islamic principles.
The Ministry extends its sincere appreciation to all participants for their active engagement and valuable contributions. Through strong collaboration and shared responsibility, Somalia continues to advance a protective environment where every child has the opportunity to grow up in a safe, caring, and supportive family.

The workshop concluded with a certificate presentation ceremony, where participants were awarded certificates of participation in recognition of their active engagement and commitment throughout the two-day training. The certificates symbolized the collective commitment of government institutions, law enforcement agencies, religious leaders, and civil society organizations to supporting the effective implementation of the Somali National Kafala Policy and strengthening the protection and well-being of children across Somalia
